Public Service Commission (PSC) Proficiency Examination candidates are required to pay the registration fee through the E-Citizen platform.
It is notified for general information that year 2024 Proficiency Examination will commence at Nairobi; Mombasa, Kisumu, and Nakuru examination centers. The candidates will be notified of the actual venues after registration.

Eligibility for Registration
To register for the Proficiency Examination for Clerical Officers, an officer must:
- Have passed the Kenya Certificate of Secondary Education (K.C.S.E.) with a mean grade of C- (minus) or its equivalent;
- Be designated as a clerical officer in the Public Service; and
- Have served as a clerical officer for a minimum period of one (1) year.
Registration Forms
- All candidates attempting the examination for the first time must complete registration FORM A while referred candidates should complete FORM B as set out in the Appendix of the circular.
- The Candidate should submit the duly completed registration form, accompanied by the Government copy of the receipt generated from the E-citizen platform to the

Registration Fees
Each candidate will be required to pay registration fees per the revised rates in the circular Ref PSC. EXAM/1/VOL.11
- Basic Fee (Kshs. 2625)
- Fee per paper (Kshs. 875 (7 papers))
- E-citizen fee (Kshs. 50)
Public Service Commission Proficiency Examination
Candidates are required to pay the registration fee through the E-Citizen platform using the following procedure:
- Log in to https://psc.ecitizen.go.ke
- Select PSC Examinations
- Click the Apply Now button
- Read the requirements for registration and click the next button
- Log in to the e-citizen using your account
The applicant’s details will be uploaded from your e-citizen account
- Click the next button
- Select whether to register for the first time or re-sit
- Select the type of examination
For candidates who are re-sitting select the appropriate subjects
- Select the examination center
- Tap on the next button to preview the applicant’s details
- Tap on the next button to preview the examination details
- Click the next button and confirm that the information provided is accurate
- Scroll to the bottom of the page and click the complete button
- Await approval from the Public Service Commission
The approval status will be displayed on the E-Citizen Portal and communicated to the applicant via SMS;
- Make the payment once approval is granted
- Download the Government copy of the receipt and attach it to the duly filled registration form.
Late Registration
A late registration fee will be charged to all candidates who submit their registration forms after the deadline.
