Learner Driver’s Licence
A Learner Driver’s Licence has to be acquired for a period of three (3) months before the actual licence could be applied for.

New DVLA Vehicle Registration
Registration by vehicle owner
The following documents should be submitted by the vehicle owner:
• Custom’s documents
• Two recent coloured passport size pictures of the owner
• Positive personal Identification Card (Driving Licence, Voter’s ID, Passport, National ID and NHIS ID).
Registration by an authorized agent
An authorised agent registering on behalf of the owner should, in addition to the documents listed under registration by the vehicle owner present the following:
• Power of Attorney from the owner (Authority note)
• Positive ID card of the authorised agent
• Two passport size picture of the authorised agent.
Procedure
• Present vehicle for examination at vehicle inspection centre
• Present vehicle together with Customs document to the Customs Officer for authentication
• Present all documents to DVLA officials for inspection and processing.
• Payment of the prescribed fees based on the cubic capacity/ tonnage of the vehicle.
• Acquire Form A and VRC to complete. Affix photograph and sign appropriate places.
• Return completed forms to DVLA for processing
• A registration number is assigned and the number plate is issued to the owner.
• Obtain roadworthiness certificate in addition to your copies of registration documents.

Issuance of roadworthiness certificate
Procedure
1. Present Vehicle Registration Certificate (V. C. R) to the cashier and pay road use fee
2. Present vehicle along with vehicle registration certificate for vehicle examination and verification respectively
3. Roadworthiness sticker is issued upon satisfactory result from vehicle inspection
DVLA Licence Upgrade
Requirements
• Valid Driver’s Licence
• Minimum of 2 yrs in the present class
Procedure

4. Completion of Form X

Proficiency test
This is to test the proficiency of a driver upon request from an institution.
Requirements
• A letter from an institution requesting for the test
• Applicants for test shall possess a valid Driver’s Licence
• Payment of the prescribed fee
• Road signs and Road Marking test
• In-traffic test
• Submission of report to concerned the institution.
Renewal of driver’s licence
This is a mandatory process of renewing or validating a driver’s licence every two years. Renewal dates are stated behind the licence card.
Policy
All drivers’ licence holders must renew or validate their licences every two (2) years from the date of issue of the licence.

• Applicant must be present
• Expired Licence
• One colored passport sized photograph
Procedure
• Applicant presents himself with expired licence
• Pays for F1
• Undergoes eye test
• Pays for renewal
• Drivers’ Licence is renewed after passing of eye test
Trade DV Plates
Trade Plate (DV Plate)
Dealers/Fleet Owners are required to present the following requirements to the licensing Authority for issuance

Physical Conversion
Requirements
• Present an application for physical conversion containing the following information

Accident Procedure
1. A request is made by the police.
2. The prescribed accident examination fee is paid
3. Both drivers are tested and examined
4. Accident report is issued to the police
Change of use

• A signed application letter for transfer of ownership from the owner (vendor)
• The vehicle to be transferred
• Two (2) recent coloured passport size picture of the former owner ( vendor)
• Two (2) recent coloured passport size pictures of the new owner ( buyer)
• ID card of both vendor and buyer
Procedure
• Present the transfer letter.
• Present vehicle for inspection
• Both the vendor and the buyer must be present
• Payment of the prescribed fee if approved
• Acquire, complete and sign forms ( C &VRC) , affix pictures and present for processing
• Obtain roadworthiness certificate irrespective of the status of the present roadworthiness validity
International driving permit
To acquire an International Driving Permit, the applicant must personally contact DVLA.
Requirements
• Presence of applicant
• A valid driver’s licence/cover note
• Two (2) passport size pictures
Procedure
• Authentication of applicant’s Driver’s Licence
• Payment of fees
• Filling of forms
• Test on Road Signs and Markings, general questions on the country for which the permit is to be issued

No person shall act as a Driving Instructor unless that person has been duly certified by the DVLA.
